URGENT ACTION NEEDED
 
Today without any notifications or explanatory papers the Prosecutors Office of Ukraine has start the check-up of all core contracts, legal documents, accounting and financial records of the office of the All-Ukrainian Network of People Living with HIV paralyzing activities of the organization. Simultaneously the Department to Combat Organized Crime and the Department to Combat Illegal Drug Trafficking under the Ministry of the Interior of Ukraine addressed to the Network their requests on conducting check-ups.
 
Similar check-up is carried out in many local NGOs implementing the National HIV / AIDS Programme, that is about 200 organizations representing the Network and partners.
 
This is a political act to silence one of the country strongest critics of government inaction and for an inadequate response to the HIV epidemic in Ukraine. For a few months  the Network and partners have been receiving alarming information from the regions on the threats of treatment interruption, changing treatment regimen, including splitting up tablets and prescribing to children adult formulation of drugs, due to lack of ARVs. For the 25th January 2011, we have calling press conference to make public the stock out of antiretroviral therapy, due to the government failure to deliver them properly. 20,849 adults and 1,954 children on antiretroviral therapy will be affected. 
The All-Ukrainian Network of People Living with HIV, all its branches in 24 regions are now effectively shut.  No reasons where give by the Prosecutors office.  Services to over 33,100 adults and 4,400 children could be closed.  Our work on implementing the Global Fund Round 6, and negotiations for Round 10 are also threatened, plus projects funded by other international donors. 
 
We are fully audited by the Price Waterhouse Coopers every six months as well as a full annual audit. External audits, a recent inspection by the Office of the Inspector General of the GFATM and the Tax Police of Ukraine, has all signed of on our work, our high ethical stands and our financial probity.
 
The All-Ukrainian Network of People Living with HIV is a recognized national, regional, and international organization advocating for the rights of all People Living with HIV.
 
We ask you URGENTLY to write, expressing you concern and ask to follow democratic principles of any audit or check-up done by governmental authorities.
