Access to HIV/AIDS Treatment and Care in Lithuania. Draft Recommendations

From 22 to 26 March 2010 a group of experts from World Health Organization, European AIDS Treatment Group and UNODC visited Lithuania to evaluate access to HIV/AIDS treatment and care. The aim of the evaluation is to provide practical recommendations on effective implementation of HIV treatment and care in the context of difficult economic situation and limited resources for health sector. The experts analyzed the situation and gave recommendations on three main areas: current health care structures and systems in place, coverage and quality of HIV treatment services, pricing and procurement policies of ARV therapy.
During the mission experts participated in the meetings with the representatives from the Ministry of Health, Ministry of Justice, Prison Department, State Patients' Fund, National Tuberculosis and Infectious Diseases University Hospital, State Medical Audit Inspection, Vilnius Centre for Addictive Disorders, Vilnius Centrum Polyclinics, Drug Control Department under the Government of the Republic of Lithuania, Committee on Health Affairs of the Parliament; Commission for Prevention of Drug and Alcohol Addiction of the Parliament, Centre for Communicable Diseases and AIDS as well as NGOs "Demetra", " Positive Life", "Tavo drugys", Coalition "I can Live", Eurasian Harm Reduction Network. At the end of the mission draft recommendations were presented and discussed with Lithuanian experts during a meeting chaired by the Vice-minister of Health Ms. Nora Ribokienė.
